My first try in usplashs.
Wallpaper:
http://gnome-look.org/content/show.php/Ubluetu?content=77180
Ubuntu logo is from standard ubuntu usplash.
The progressbar is animated.
Supported resolutions:
800x600, 1024x768, 1280x1024
1280x800, 1440x900, 1680x1050
Other resolutions might be supported if demanded.
Installation
The following tool is probably the most user-friendly method.
$ sudo apt-get install startupmanager
Be sure to set the resolution to 1024x768.
Add the blue_ubuntu/hardy_usplash.so file under Manage usplash themes
Widescreen
Startupmanager doesn't support those resolutions so you have to do something else.
Start by adding the .so file as previous described. Don't mind the resolution.
$sudo apt-get install hwinfo
$sudo hwinfo --framebuffer
Look for your optimal resolution 24bit.
Remember the mode number of that resolution. (On my system 1440x900 24 bit is mode 0x365)
$sudo gedit /boot/grub/menu.lst
Look for your kernel, a line like this
kernel /boot/vmlinuz-2.6.24-12-generic xxx ro splash vga=0x365
Change the vga parameter to your framebuffer mode.
$sudo gedit /etc/usplash.conf
Change to your resolution
Hope you enjoy it.

With both Blue versions .4 & .7, rather than looking like the others, it looks like a video test feed - a bunch of colors, some grey scale patterns, a few ovals, a square, an oval.
I can see a type of progress bar with a black box underneath.
(I'm not kidding. I'm totally serious about this.)
I know it's weird.
Any suggestions on how to get this fixed? Blue is my favorite color.

Are you sure you use the right version (32bit or 64bit)?
Have you used startupmanager to install the usplash?

blue_hardy_big_usplash_i386.so.tar.gz
I believe that's the 32 bit?
I've downloaded it probably 3 times so I'm sure I've downloaded the 32 bit file.
Running Hardy 32 bit.
I did use start-up manager to install the file.
Your other files work just great.
Strange.
Thanks for your help.

Both of them give me the following error when I run usplash-switcher:
Loading /usr/local/lib/usplash/blue_ubuntu_big_usplash.so failed: /usr/local/lib/usplash/blue_ubuntu_big_usplash.so: wrong ELF class: ELFCLASS64

Are you sure the resolution is supported in your framebuffer, and that you have added the right mode to the grub menu?
