This is a blue-tinted version of "Cyclotram". You might say that this is the "polar" opposite of my Cyclotram Ubuntu theme (pun intended).

its an archive file, like a zip file. you can extract the contents manually and place them in the /.themes directory inside your home folder (~/.themes/).
or you can just drag and drop the archive into your appearance preferences window. Or click "install" on the appearance preferences and select the archive.
