A theme for xfwm4 originally inspired by DarkGrey:

I've replace the buttons with icons from the Tango and UbuntuStudio icon themes.
The border now has a little bit of gloss and picks up the GTK color to blend smoothly into the client area.
The text color of the title will not be well visible when using dark themes.
Also included in the download are the source images I made.

Afaik, the tango icons are released under the Creative Commons Attribution Share-Alike license (one of the reasons, why I used the gnome iconset instead of tango as base for my seamonkey theme)
btw. GPL and CC_SA seems to be problematic anyway --> http://lists.freedesktop.org/archives/tango-artists/2005-November/000045.html).

As I said, I decided to be on the safe side and and used the default gnome iconset, which is afaik LGPL and uses tango style as well... and already payed by being voted down here on xfce-look because of the term GNOME I guess *sigh*.
Another idea is to use the "old" Gnome Stock items, which were more tango-like, green arrows, blue plus... --> http://www.gnome-look.org/content/show.php/show.php?content=84687
You could also ask the original author to relicense/dual license.
