The frame doesnt scale down very well when the offset is negative (I even removed -8 because it didn't look like anything), I am working on fixing this and I am open to any suggestions.

I tried this with kde 3.3 rc2 and there I couldn't see the configuration options. Although I resize the window, only preview section can be seen.

Could you please rename your file to .tar.gz instead of .tar.bz2

because it's not a bz2.

Cool Deco! Keep it up! I'd like the left space before the caption to be configurable as well as the use of the application icon but all in all is a great job!

I really like this but I think border is too big, could you add a resize option ?

You can set up the offset value to a negative value to get a smaller border.
