KNetworkmanager uses the oxygen network-wireless icons which are somewhat hard to read in 22x22px size. Even worse, no 48x48px size was available so the plasma tooltip shows a blurry scaled-up version of the small icons.
These new network-wireless icons are cleaner, better to read and more beautiful at the same time. Plus, they come in 22x22px and 48x48px sizes.
How to install:
Extract the archive and copy its content to /usr/share/icons/oxygen (you need root privileges in order to do this). Delete the KDE caches (/tmp/kde-username and /usr/tmp/kdecache-username), log out and log in again.

But I tried to reassamble them as SVG some time ago, it looks pretty similar. I added the SVG icon as content.

I think you mentioned the wrong path where the icons should be stored, on my system its "/usr/share/icons/oxygen", nothing big. I just wanted to make you aware of it :P
