you can make a copy of the ClassicLooks "base theme" folder and then customize your copy as you wish (see ClassicLooks/TOOLS/CONFIG/HACKING file in your themes dir). easy as pie :)

I spent 2 hours trying to understand the HACKING text file but unfortunately didn't manage to make my hack work. I have technical knowledge of css but not how xfce panel and gtk theming works :/

Okay, when you say "dark panel" i understand you mean just the panel (the one with the window buttons, the clock, etc, usually placed at the top or bottom of the screen). If you want any other component of the theme, or the entire theme, to be made dark that's not possible, this is a light theme only, sorry :(.

Now, going back to your question (as i understood it): to change to panel of ClassicLooks to dark (like it is in e.g. ClassicLooks Greybird) then just open the files "/ClassicLooks/gtk-2.0/tweaks.css" _AND_ "/ClassicLooks/gtk-3.0/tweaks.css" and change the text "panel-contrast" to "panel-dark" in both of these files (there's also "panel-black" option, which is pitch-black and has flat buttons)

I tried that with the base theme, to get the same panel as the Greybird variant, but, although the panel gets dark, the background of the whisker menu stays light, as well as the notification and pulseaudio plugins, so there must be something else to change I guess, since the Greybird variant displays correctly here. (Mint 19.2)

I'm running Debian Buster which uses XFCE 4.12.5.

Found the bug!
I had a missing semi-colon at the end of the @import panel-dark line in the GTK3 tweak css!
Sorry for the confusion, works great now!

kewl. i imafined it has something to do with gtk3 (because wiskers and pulseaudio plugins are gtk3), but i didn't think of you making a mistake in the syntax. anyways, all's well when it ends well :)

You understood me correct the first time, I just needed the bottom panel to black. I followed you instructions in the 2nd paragraph and I got the look I wanted :) I was trying to edit the actual css attributes and all that haha.

Retro, mid/light grey styles that look good with the gnome-colors icon theme in an appropriate color. Thank you for the thought given to future hackability, and the useful preview screenshots! It comes with a matching Xfwm4 theme with good resize grips and Fitts's Law -compliant upper corners when you maximize the window. The window manager theme suffers from some color errors for stuff newer than Debian 10's Xfwm 4.12 due to its transition into 4.14 and gtk3, but it's generally inoffensive. Can the bottom resize grips be made L-shaped, please? There are still a few rough edges with the GTK theme where things aren't styled that should be, and some slightly broken defaults with some of the sub-themes. It's more than made up for by the massive degree of configurability, and by a really active maintainer. I'm looking forward to the next release! I'd love a plank theme that styles like the Xfce panel :)
