Prowler EX for Cinnamon Desktop theme.
Completely (and at long last) Reworked from the ground up to resolve a variety of issues that bothered me.
PLEASE REPORT ISSUES TO ME> Without that feedback, I will not necessarily know something is wrong. Yes, I am a novice, but I like to put forth the best work I can and accept that it will need improvement.
UPDATE: A user of Empire theme/Azenis theme reported that the Cinnamon Shell theme had an issue where hitting ALT+F2 resulted in invisible text. How long this theme has been up... no one ever said anything... Fixed in Current Version.
UPDATE:Tooltips are now enabled by default. If you would like to disable them, open your themes folder and navigate to /ProwlerEX/cinnamon/gtk.css and open the gtk.css in a text editor. Scroll down to line 1883 and remove the Comment Start "/*" and then also remove the Comment End at line 1891 "*/".

In the process of greening it, I noticed that many little fixes are needed to overall theme. I will be working on those in the coming couple of weeks.
ADDED: ProwlerEX with CSD for users not using gtk3-nocsd.
Extract ProwlerEX-NOCSD-Cin.tar.gz into /usr/share/themes or to ~/.themes.
Because Mint Menu uses its own icon separately from the theme, FIRST you must right click it, hit Configure, then choose the icon "mint-menu-icon" from the Cinnamon Folder in the theme.
Otherwise, it will overlay itself over the themes icon.
Select from Preferences. Themes: Metacity, Desktop, Controls.
