to work on Linux Mint LMDE 4, I unzipped the tar.gz file, installed it with ./install.sh, then I needed to set the theme by editing the /boot/grub/grub.cfg file.
I searched for the theme line and set it up like this:
set theme = ($ root) /boot/grub/themes/CypherRe/theme.txt
Great theme!

Eveything is amazing!
My only suggestion is to have a better looking scifi font. Some words are hard to read and the upper case letter D is a bit annoying.
Cheers!

If it is coming up, then try adding the line with quotes. Ex:
GRUB_THEME="/boot/grub/themes/CyberRe/theme.txt"
